Must be non-sectarian and secular, and actively be pursuing the establishment of a civil state based on the principles of citizenship
Must not be linked to the political establishment and hence not be part of either the March 8th or March 14th rival alliances
Did not participate in the civil war
Must not be accountable to a foreign country or agenda
Must have electoral aspirations and a general program suggesting concrete policies that seek to achieve economic and environmental justice, social security and dignity
Must be democratic in nature, ideology and governance
Must be financially transparent about its funding and expenses with publicly available statements
Must actively uphold, demand and strive towards equality for and anti-discrimination of all members of society - protecting their freedoms and dignity. It must not use hate, discriminatory, sectarian or racist speech in its rhetoric or campaigns
